Bureau captures AI sessions into append-only logbooks, compiles them into consistency-checked knowledge bases (cabinets), and renders them as navigable offline gazettas. It provides typed review queues, architecture decision recording (MADR ADR), and deterministic dependency tracking to maintain a canonical source of truth.
